Workshop on "State and religions in France"
Groupe "Israel"
Discussion with Frédéric Puigserver from the "Conseil d'Etat"
STATE AND RELIGIONS IN FRANCE
Since the 1905 law on the separation of the Churches and the State, prohibiting the state from recognizing or funding any religion, the principle of "laïcité" is one of the most important concept not only in French law, but also in French society.
Since 1905, the Conseil d’Etat, which is the French administrative Supreme court, played a very important part to implement this principle though the respect of freedom of thought and freedom of religion and to avoid any influence between state and religions.
During the past years, the principle of "laïcité" raised a lot of controversies about islamic hijab in schools, burqa in public places, « burkini » on beach and Christ Child’s crib in public buildings… Confronted to these issues, the Conseil d’Etat is trying to find solutions well adapted to the way the French society evolves.
MEETING WITH FREDERIC PUIGSERVER
After an experience as civil aviation engineer at Thalès and Dassault aviation, Frederic Puigserver turned towards public administration: he completed a master’s degree in public affairs at Sciences Po and graduated from the National School of Administration (ENA). Frederic Puigserver is currently Judge at the "Conseil d'Etat". He is also professor at ENA and director of studies at Sciences Po, where he founded the Emouna program, a Sciences Po Executive education course addressing ministers of religions and leaders of religious communities.
